Preparing bids, quotes and proposals requires a basic knowlege of the types of solicitations issued by the various government purchasing and procurement agencies. There are numerous publications in print that offer instuctions and guides on this critical subject.  While many of the Procurement Technical Assistance Centers (PTACs) listed on the previous page can help you preparing your submissions, it is better to have a working knowlege of the steps involved and the format  since many of these offices can often be overloaded and unable to assist you in a time critical situation.
